In 2000 MAFF (Ministry of Agriculture Fisheries and Food) began sourcing timber from wood yards around the UK.

Also in the same year MAFF put out contracts for mass supply of plastic coveralls and buckets etc.

But how did MAFF know a major Foot and Mouth outbreak would occur the following year?

These 'smoking guns' are part of a number of factors that indicate the Foot and Mouth outbreak of 2001 was an engineered event.
